City Clerk

The City Clerk's Office serves as the "main hub" of the City. There are many facets of this department to assist in providing for your needs. The staff, under the leadership of City Clerk Angelica N. Vance, is comprised of Rebecca Graves, Deputy City Clerk/HR Coordinator; Debbie White, Fiscal Assistant/Business License Specialist and Doug Warren, Director of Finance.

The City Clerk reports directly to the Mayor and City Council. She is the official custodian of records for the City, responsible for recording all meeting minutes, maintaining all official records and documents, publication of required notices and publications, preparing and maintaining meeting agendas and drafting legislation.

The City Clerk's Office coordinates candidate filings and the certification of matters related to municipal elections.

This office is also responsible for maintaining all employee personnel records, benefits administration, enrollment of new employees and overseeing the City's insurance program and pension funds.

The Clerk's Office works with each new business or contractor in completing the required paperwork to obtain their business license. Our business license coordinator looks forward to assisting applicants throughout their entire process to ensure a smooth transition and to welcome each new business and contractor to the City of Hannibal.
