Building Inspector's Office

The Building Inspector’s Office is open 8:00 am - 5:00 pm.  Inspections can be scheduled between the hours of 7:00 am - 3:30 pm.   

The Building Inspector’s Office performs building code inspections of structures, facilities, and various service systems (plumbing, electrical, etc.) to ensure safety and code compliance. The Building Inspector’s Office reviews plans, issues appropriate permits when necessary, enforces all applicable building codes within the City limits and ensures completion of all such improvements in accordance with City standards and adopted ordinances.

The Building Inspector’s office serves as Flood Plain Manager, in accordance with FEMA floodplain standards. The Department reviews plans, and permits applications involving floodplain projects and enforces city floodplain codes under national flood standards (NFIP).  Any questions related to floodplain use should be directed to the Building Inspector at 573-221-0111.

The Building Inspector’s office also oversees inspecting any non-owner-occupied dwellings in the City of Hannibal. This includes any rental home, apartment, Airbnb, Vrbo, etc.

Planning and Zoning

Any applicant who wishes to rezone property in Hannibal, subdivide the property, annex into the city, accept a vacated public roadway or easement, or amend the zoning or subdivision platting codes must first make their request to the city’s Planning and Zoning Commission.

The Planning and Zoning Commission serves as the city’s review and recommending body for all matters involving land use planning, zoning, and/or subdividing.  Following the requisite review (or public hearing, if required), the Planning and Zoning Commission may:

  • Recommend favorably to the city council
  • Recommend favorably to the city council with certain revisions
  • Recommend unfavorably to the city council

The Planning and Zoning Commission is the venue where neighboring residents have the opportunity to voice their views and concerns respecting development proposals that will impact their neighborhoods.  When such proposals reach the city council, another opportunity is then presented to present your views and concerns.

Rezoning Proposals:  The Planning and Zoning Commission is required to hold a public hearing for all rezoning proposals.  Owners of property within 185 feet of the site proposed for rezoning are sent letters by the city, informing them of the time and date of public hearing over the particular rezoning matter.

Subdivision Plats:  By law (both state and local) subdivision/resubdivision plats require no public hearing, but they must be reviewed by the Planning and Zoning Commission in a regularly-scheduled meeting. The Commission will then recommend favorably or unfavorably to the city council.

Zoning and Platting Code Amendments:  Proposals to amend zoning codes require a Planning and Zoning Commission public hearing. Proposals to amend platting/subdivision codes do not require a public hearing.

Annexation Proposals:  Proposals to annex into Hannibal require a Planning and Zoning Commission public hearing.
